Tech This Week: PH Army Receives the Balanced Scorecard Hall of Fame & LRA's A2A

Philippine Army made it to the Palladium Balanced Scorecard Hall of Fame after successfully passing the on-site evaluation process headed by Mr. David McMillan, Director of the Office of Strategy Management of the Palladium Group last 22-24 January 2018.

Lt. Gen. Rolando Joselito D. Bautista, the Commanding General Philippine Army received the award during the Reimagine Strategy: Palladium Positive Impact Summit 2018 in London, United Kingdom. The prestigious award was conferred by no less than Professor Robert S Kaplan, Emeritus Professor at the Harvard Business School and co-creator of the Balanced Scorecard. Lt Gen Bautista was accompanied by the Chief of the Army Governance and Strategy Management Office, Col Joel M. Paloma.

Philippine Army received several recognition since its implementation of the Army Transformation Roadmap as its strategy. In 2014, it reached the PGS institutionalized status. In 2015, PA was awarded with the Islands of Good Governance.

The Hall of Fame honors organizations that have achieved outstanding performance using the Balanced Scorecard, a strategy management framework created by Palladium founders Drs. Robert Kaplan and David Norton. Having been inducted more than 200 organizations world-wide since its establishment in 2000, this recognizing body is regarded as the gold standard for strategic performance management.

In his acceptance speech, Lt Gen Bautista said,
“I would want everyone here to remember the main reason why we bade for the Palladium Balanced Scorecard Hall of Fame. More than the award is the proof that we have a functioning and world-class strategy. And we promise to continue the journey so that we will be better of service to the Filipino people as a transformed Army they can truly be proud of”. Winning the Palladium Balanced Scorecard Hall of Fame brings us closer to our vision of becoming a world-class Army by 2028, he added.

In other news, the Land Registration Authority's “Anywhere-to-Anywhere” brings 99 percent of the Registry of Deeds offices online.

The Philippines is one of the top countries with presence on the world wide since the 90s. I personally find it very helpful and convenient sending petty inquiries over brand's page or website. The Republic Act 8792, also known as the Electronic Commerce Act, mandated every department of the government to establish an online presence.



With the said law, it's easy to communicate with government agencies. The ease provided by the online scheduling for NBI clearance as well as Philippine passport application and renewal.

However, there are still problems being faced by our kababayans like the lack of stable internet connection especially in areas with poor signal. This geographical challenge is also the reason behind many Filipinos’ struggles when it comes to processing their documents. Case in point: the processing of land registration transaction across the archipelago. Title holders are usually faced with the unnecessary troubles of having to travel to the respective registry office where their property is located just to obtain a Certified True Copy of a land title. Needless to say, this process is not only expensive - especially if the said land is located on a different island--but time-consuming as well.

This has been the scheme of things until the Land Registration Authority launched its Anywhere-to-Anywhere (A2A) online program back in 2012. The online shift allows title holders the faculty of requesting for their Certified True Copy (CTC) titles by visiting the Registry of Deeds office nearest to them, filling up a form, and claiming it on the same branch after it has been processed.

For easier applications, the LRA has continually worked on expanding its online reach by establishing satellite offices all over the country. Out of the 164 registry offices scattered nationwide, 159 offices are already computerized and ready to provide A2A services.

The launch of A2A follows the heels of LRA’s Online Tracking System (LOTS) which lets title holders check the status of their transactions. The digital service, which can be accessed through the department’s website, sets the pace on the online expansion of LRA’s other services. In the pipeline are other digital projects like the LRA Aksyon Agad Center, e-Title service, Parcel Verification Service, Lot Location Service, Title Trace Back Service, and Geo-Spatial services.

Currently, the LRA is focused on improving their A2A project by expanding their reach nationwide. The ultimate objective is to incapacitate every land owners and those property buyers for the first time to process easy and convenient registration transaction anywhere in the 7,107 islands in the Philippines.
